Sunshine Biscuit Plan Heads To Sayreville Council As Talks Advance
SERA officials said negotiations are progressing as the redevelopment plan and agreement move through separate municipal reviews.
SAYREVILLE, NJ — Plans for the former Sunshine Biscuit property are moving into another stage of the redevelopment process, with a presentation before the Sayreville Borough Council and additional work underway on an agreement for the site.
The update was presented during the Sept. 10 meeting of the Sayreville Economic Redevelopment Agency, commonly known as SERA.

Officials Report Progress In Negotiations
SERA Agency Attorney Michael Baker said discussions are continuing on the Sunshine Biscuit property and the former JCP&L site, two of the larger redevelopment projects currently before the agency.
“There have been discussions going on with two of the larger projects that have been before the agency, the Sunshine Biscuit and the former JCP and L site,” Baker said. “Those discussions are ongoing, and I think proceeding relatively positively.”
Baker said the Borough Council and Planning Board were expected to consider matters related to the Sunshine Biscuit redevelopment plan within the coming month.
The update does not represent final approval of the overall redevelopment project. The plan and redevelopment agreement must continue through the applicable municipal review process.
Redevelopment Plan Goes Before Council
SERA Planner Veena M. Sawant told commissioners that she had begun reviewing the redevelopment agreement and submitting comments.
“I did review the Sunshine Biscuit Redevelopment Agreement,” Sawant said. “I have started marking it up.”
Sawant said engineering and utility requirements were being refined within the agreement before it moves through additional legal review.
She also told the agency that she was scheduled to present the Sunshine Biscuit redevelopment plan to the Borough Council the following Monday.
“Monday night, I’m presenting the Sunshine Biscuit Redevelopment Plan in front of the council,” Sawant said.
The redevelopment plan and redevelopment agreement are related but separate parts of the process. The plan establishes the framework for the property, while the agreement sets the terms between the redevelopment agency and the designated developer.
When Will The Documents Be Posted Online?
The project also came up during a discussion about when redevelopment information is added to SERA’s website.
Executive Director Himanshu Sha said project documents are posted after the necessary formal actions have been taken and agreements have been completed.
“Once the redevelopment agreement is done, that’s when we’ll post up there, including agreement, which is public information,” Sha said while discussing the Sunshine Biscuit project.
For now, the project’s next steps include the council presentation, continued revisions to the redevelopment agreement and additional municipal review.
